Does the US government impose closed captioning requirements?
Yes.
As of January 2003, broadcasters must provide at least 900 hours of close captioned material per quarter (or 100% of its new, non-exempt video programming, whichever is less). By January 2006, the hourly requirement will disappear and 100% of new, non-exempt material must be captioned.
